"Despite the fact that we may all turn out to be very grateful that there are other nations less morally fastidious than we are, no one wants to make torture legal, still less to have it part of anti-terrorism policy in Britain. A willingness to use the results of torture, but not to get involved in it directly, is not morally consistent."
